Why can't someone scan and receive my business card?

What you will need to do in this case is to encode the barcode with your unique pass URL.  
1. Go to the Front Content Tab and click on the arrow that points to the barcode
2. Select 'encode the same message on each pass'
3. Copy and paste your pass URL (found on the distribution tab of the pass designer)
That way, when someone scans that barcode their phone will detect the URL and open in their mobile browser. Then they'll be able to add your business card to their phone.
Make sure you've upload your own certificate to activate the barcode.  If you've already uploaded a certificate to your account,  it should now work.
